Option 2: A self-selected rural option (works on any plan)

The zero-cost workaround: create a second shipping rate at checkout named something like "Rural Delivery (RD addresses)" priced at your standard rate plus the surcharge, and let customers pick it. Most rural customers know they are rural, and most select it honestly because they want their parcel to actually arrive.

The weaknesses are obvious. Some customers pick the cheaper option, honestly or otherwise, and you wear the difference. There is also friction: you are asking the customer to know something your store should know. Use this while your volume is small, then graduate to carrier rates when the monthly surcharge leakage exceeds the cost of doing it properly.

Option 3: Blend the surcharge into a flat rate

If roughly 15% of NZ deliveries are rural and the surcharge is $5, the blended cost across all orders is about 75 cents per parcel. Some merchants simply add that to their flat nationwide rate and never think about rural again.
